THE IMPACT OF ORGANIZATIONAL CLIMATE ON PUBLIC SERVICE MOTIVATION: A COMPARATIVE ANALYSIS OF PUBLIC AND PRIVATE HOSPITALS IN PAKISTAN

Abstract

This research deals with the innovative ideas pertaining to the Public Service Motivation, whereby the human productivity is stirred up through motivation, to boost up the organizational performance. In order to understand the practical implications of the public service motivation this study uses the multi- dimensional construct of Public Service Motivation as a dependent variable, while Organizational Climate is used as an independent variable. For Organizational Climate, The Competing Values Model is used to understand the impact of Organizational Climate on Public Service Motivation. For this research Public and Private sector hospitals in the province of Sindh, Pakistan are used as an Institutional Context to measure the impact of Organizational Climate on Public Service Motivation. Quantitative research method is applied by using the research  questionnaire for main constructs, ie: Organizational Climate (OC) and Public Service Motivation (PSM). Using cross-sectional study design and questionnaire survey, the data was collected from both public and private hospitals using convenient sampling method (n= 308) Data is analyzed through smart PLS. The comparative findings show that organizational climate have (50%), (50.4%) and (71%) variance on public service motivation of combined, private and public hospital group, the internal process and commitment to public interest were not important factors for both public and private hospitals, one more exception is that commitment to public values is found to be not important for public sector hospitals using f2 effect size. Our research shows the strongest support of the model for public service motivation in hospitals in terms of value of coefficient of determinations (R2 ). This research has provided some policy lessons for both public and private hospital administrators.
