Abstract
The Karabakh problem had been evaluated in the category of frozen conflicts after the signing of the cease-fire agreement between two states in 1994. Despite the cease-fire agreement, Azerbaijan and Armenia have come to the brink of war several times due to border violations. In this context, the last phase of the conflict occurred between two states at the end of September 2020, and the final agreement was signed under the mediation of Russia. Within the framework of the treaty, the liberation of Karabakh brought the possibility of cooperation in the region. In this regard, the creation of the Six-Country Regional Corporation Platform in the Caucasus was mentioned during the victory parade, which was held in Baku, in December 2020 by the President of Turkey. The axis of this study will be investigated both the expectations of states from the cooperation platform and the issue of obstacles to the creation of it.
